When Hodgdon ran out of surplus powder, they searched around for a source of clone powder and went to ICI-Nobel in Scotland for a while before hooking up with ADI in Australia.

Out of date. ADI changed process for their shotgun and pistol powders and apparently was not willing to fudge burns to match AS30N, AS50N, AP70N so Hodgdon is now having the "Clays" family made by IMR in Canada. I don't know about the rest.

Note: ADI is now owned by Thales Australia, a branch of the French defense conglomerate.
Kind of like both St Marks and IMR are owned by General Dynamics.

Hodgdon says they own IMR assuming you mean the trademark.
 
Hodgdon owns the distributorship and the rights to labeling.
The FACTORY is in Canada and is owned by General Dynamics.
Which makes me wonder who owns the formulas. Are they owned by the Canadian government, General Dynamics or the customer, in this case, Hodgdon?

I believe Hodgdon does. They supply the specs to whoever is making up the powder for them, and who does that is changed occasionally. Same with their Winchester line and their Hodgdon line. And their Accurate line.

St. Marks, General Dy Ordnance and Tactical Systems only makes ball powder for small arms. The military likes the way it meters probably. In case you are wondering, propellants and explosives for artillery, air defense, missiles, tanks, and naval weapons are made by the Radford Army Ammunition Plant in Radford, Virginia. Cannon propellent is mostly of the big stick variety. Alliant (owned by Vista Outdoors) makes some powder in Radford as well. I believe it's their pistol and shotgun stuff.
