HP-38 and W-231 are the same powder. Hodgdon has announced it and it can be seen in reloading published data (all numbers are the same, i.e. max, min, velocities, etc.). I would, if I were you, look for some of this as well or as a replacement. HP-38 is generally cheaper than W-231 even though, in modern production, they are the exact same powder.
I tend to find HP-38 more frequently than W-231 and made the switch from bottle labels. I have been finding a decent supply locally and bought enough to last me a while during my last purchase. I paid $18.95/lb in 1lb quantities (no bigger jugs available.)
