Why is out of state resident allowed to bring long gun to upstate NY gun show?

Assuming an out of state resident is allowed to possess a long gun in his state, what allows that person to bring it to and possess it at a gun show in upstate New York.

FOPA allows transport to the show, if possession at the show is legal, but what allows possssion from the car to the show and at the show?

Laws don't "allow", they restrict. There is no Federal law that prohibits someone from traveling interstate with his firearms.

Federal law DOES restrict who he can sell that firearm to- he can sell only to a licensed dealer.

Why is it legal (under New York Law) for out of state resident to possess long gun in upstate New York while at a gun show?
 
In NY, long guns are not restricted. Therefore, anyone not otherwise prohibited from possessing firearms may possess a long gun (rifle or shotgun).

Of course, this doesn't apply in the city of New York - only the rest of the state.

Handguns, of course, are a COMPLETELY different story.

For the most part yes, but there are plenty of examples where statutes specifically allow something that another statute generally prohibits.
