why no bolt action reciever using AR components?

If the purpose is to circumvent cosmetic semi auto rules or in a place that doesn't allow an AR rifle because of its evil features, there is a company that makes a pump action AR rifle. Not exactly what you mentioned but may serve what you intended. For me, I'd rather go to a lever action rifle in 44 mag. At 100 yards and in, it would be very effective and have capacity similar to those who must use neutered magazines and bullet buttons.

I'm far more of a fan of wood and blued metal. But I have to admit that the setup in gotime's post just above this sure is a sweet looker.

Bottom line is that beauty is very much in the eye of the beholder. And we tend to admire the shapes that we've been most exposed to. And a whole two generations or more have been widely exposed to the AR style platform. So it should not be at all surprising that many would like that look to show up in more traditional use rifles. It may take the form of "Sort'AR" look alikes such as this MDT replacement stock setup or it may be actual uppers that accept the AR style lower. But I see it as wanting it to have a certain "look" more than as a way to dodge any new fright laws. Folks just like what they like.

Gotime's post is sweet, but still not exactly what I'm thinking of. What I have in mind is still more closely connected to the AR. I sketched it out last night, will try to put it into a 3d program soon.

You can buy a straight pull bolt action AR, a pump action AR, and a more traditional bolt action rifle from Mossberg that uses AR magazines. What are we missing?
