I just picked up Winchester 1300 Youth 20ga. for my wife and I think I have a problem. The carrier assembly does not clear the next shell usually on the second and third shell causing it not cycle correctly.

This gun has not been shot yet, could it be a break-in issue or just flawed?

Could it be an ammo issue? Federal Top Gun 2 3/4 #8 20 gauge.

I don't understand the problem. Nor do I understand just what you are doing with the gun. If you haven't shot the gun yet, just what is the problem? What do you mean that it doesn't clear the second or third shell? Do you mean that the magazine will hold only 2 shells? If so, that must be because of the magazine plug that is in there.

Please explain in very simple language exactly what you've done and what the gun does (or doesn't do).

Kind of hard to think how the gun won't feed rounds when you say you never even shot it?
My oldest son has the 1200 version of the youth 20 gauge that I gave him twenty-three years ago and it's been pretty near flawless that whole time.:D
 
Better description of the problem.

The mag plug has been removed and the mag holds four shells.

With the magazine loaded, when I cycle the action the first shell in the mag cycles correctly. On the second shell the carrier assembly is catching or interfering with the next shell in the mag tube and not returning to it normal position. Thus causing the gun to jam or shoot the shell out of the bottom of the loading port. This happens on the third shell in the mag also but the fourth or last shell in the mag is usually OK.

I hope this is a better description of the problem.

This happened to me on a 12g 1300 where the lifter(?) or carrier doesn't fully flip back down to load the next shell. It appears to be getting hung up on the right side of the reciever like the lifter is out of spec. or its tweaked to one side for some reason. A little lube helped it temporarily but I haven't found a permanent fix yet. May need to revisit the smith.
 
Remove the trigger assembly and give it and the rest of the gun a good cleaning with solvent such as kerosene or mineral spirits. Lubricate and reassemble.

If the problem occurs again, try to find out WHERE the carrier is getting hung up. Is it rubbing on the end of the shell or the side of the receiver or somewhere else?

It's possible that it's a matter of sloppy tolerance control during the manufacturing process. After a very thorough cleaning with solvent (and firing the gun to be sure it operates satisfactorily except for this problem), I might be inclined to do a little filing on the side or end of the carrier if that is found to be where the problem exists.

I'm sure that many of the Nervous Nellies will say to send the gun back instead of fixing it yourself, but if I could identify the problem and be reasonably sure that filing the side or end of the carrier would solve the problem, then I would do it. Of course, you may do as you wish.
