I should have thought of this earlier... my MiL is of average height and has hands on the medium to small size. She also has some arthritis in her hands and wrists. A year or two ago she decided she would like to have a handgun. My FiL did a lot of research and took her to a lot of stores to hold pistols. Eventually she settled on a Sig P250. I am pretty sure she got the compact version, and I know it's in 9mm. When she shot it she found the recoil to be easy to manage.
The Sig P250 is very modular. I think it came with different grips that could be switched out. You can buy different frames and magazines so that it can be full-sized, compact, or subcompact. You can buy other pieces to change calibers, including 9mm and 380. I think that in 9mm the magazine holds 12 in subcompact mode, and 15 or 17 in the larger ones.
It sounds like it would meet the OP's needs. I didn't realize until I read about it just now that you can change it to different calibers. Perhaps there is one somewhere that she could rent. I have shot it myself and it is a good-shooting pistol.
