Hard to make a definite conclusion from the pics, however it certainly looks to be an impact rather than a deliberate cut/notch. I'll be willing to bet the gun was set up to shoot light loads and someone possibly shot standard and/or hot loads through it repeatedly. Is the recoil spring...
I would have to concur with RCModel, I'll be willing to bet the firing pin itself is fine. However if the trigger group is crudded up, rusty or in an otherwise non-maintained condition, clean, oil and try again.
Except standard protocol for almost all if not all LE agencies require a full re-qualification course on any new pistol being issued, whether or not it's the same manufacturer, or same type of action/functionality.
I have a feeling this is a case of "our agents can barely shoot their weapons straight enough to save their lives, we must need a new weapon" I have found almost as a rule rank & file LE are mediocre shots at best. Instead of proper training they'll blow who knows how much coin on a new weapon.
With the barrel removed I would make sure the breach face is clean and free of powder fouling/carbon build up. Also make sure the barrel block is correctly torqued. I've seen where the block screws will back out over time, as well as the block itself being out of spec.
You might find the gun will under function. However even though it is longer, it may not be significantly heavier. One thing you can do is take both springs to the range with your load of choice. Shoot with the old spring and observe the extraction & ejection, do the same with the new spring and...
Below is a link to a YouTube channel I stumbled upon a couple of years ago. It does a pretty good job of demonstrating what bullets actually penetrate through in homes/apartments.

I think you have that backward. The most consistent projectiles on the planet won't help a person that can't shoot or doesn't take time to master the fundamentals.
I would shoot a few matches with what you have before spending money on a dedicated IDPA gun. After you get some trigger time on actual stages will be better informed as to what you want/need for a dedicated gun.
As a side note I'm sort of an odd ball as I shoot an HK USP9 with the Light LEM...
Unless you heated the area in question to cherry red; you and your barrel will be just fine. And don't listen to those that poo poo the use of heat on barrels. I find most people are afraid of what they don't understand, or that they parrot what someone told them at the range or gun counter. It...
I've seen a few come from Sarco, they were all very serviceable. Will they ever be presentation grade? Probably not, but they all ended up being fine shooters.
