If I use the .308 expander, the .310 bullets fit just fine.
I have Never used a .311 expander, but I venture to say on the MN case it might be too loose.
But the .308 expander, works fine with the .312 bullets and does not buldge them out excessivly.
The Expander is Not Always the same size as the bullet.
Different calibers sometimes use a odd size expander, due the the Neck Wall thickness on certain calibers or cases.
What brand of cases are you reloading ?
Also, the expander must be set at the correct position to expand the neck inside in relation to when the outside of the neck is resized.
The inside and outside of the neck are not resized at the same position inside of the die.
 
Winchester cases.

I've got the problem solved. .310 bullets just didn't agree with me. I also had some Speer Hotcore .311 on hand. They fit just fine.

Tonight I loaded up 40 Winchester cases with Speer 150 gr .311 SP bullets with 46.5 of IMR-4064 for shooting this Sunday
I put a new scope on my Finn and want to sight it in.
Last week this load was grouping under 1" at 100 yards of a bipod with a Bushnell 3x9 scope.
I went to a 6.5 x 20 Simmons for laughs, on my Home made side mount.
 
I am a PPU reused brass kind of guy as well. I still have about 20 boxes of the stuff, though I have reloading 7.62x54 for several years now. Every time I have to trash a few cases, I just go shoot a box. Now new brass. It is magic!
 
I didn't see anyone mention properly chamfering the case neck on new brass. If you don't, you can wreck brass with flat base bullets.
The expander needs to be at least .002" smaller than the bullet diameter for proper case neck tension.
