The real question is by what legal authority does the ATF decide where that boundary lies? Like I said, their reach extends pretty far these days, but they've never tried to regulate steel that wasn't attached to the gun, before.

A business can't loan (or lease, which is what many CNC companies do, btw) shop space or tools to someone who might use them to build a gun (which includes everyone since guns are so simple). I'd say that's pretty massive expansion if it goes uncontested. You also can't loan your buddy your welder and arrange for him to comp you for gas/electrodes in any way. And that's assuming said free loan doesn't fall under "being in the business of firearms," which the ATF has repeatedly held does not require money --giving away lots of guns is enough to qualify, so why shouldn't allowing too many guns to be made on your tools for free? Same logic.

No, I don't think the ATF has the juevos to try prosecution for something this brazen, today, but they open these doors intentionally (unlike many alleged 'unlicensed manufacturers,' the ATFs intentions are crystal clear)
