I need a rifle for less than $200. Becuase Of that price I only have one requirement: It be at least 4 MOA.

I would like it to be chambered in a decent power cartridge, i.e. 223, 308, 30-30, Whatever.

I have all the surplus rifles a need. I dont want anymore. Im lookin for somethin different.
 
There was a family at the range last week that had just bought one of those Rossis (youth size) in .223 for their son. I can't speak to how accurate it was, since the kid was just learning to shoot, but they sure are well-built, nice-looking rifles.
 
Used at that price, you can add NEF Handi Rifles, Stephens 200, old Savages - that's about the long and short of it, unless you find a steal on a Remington or Winchester.
 
If you watch gunbrokers, you will occasionally see a Marlin 336 go for less than $200. I bought a decent .30-30 about 2 years ago for $160 off gunbroker. I did a little refinishing work on it and now its a good looking rifle. Good shooter too.
 
Swiss K31, and can mount a scope to it later with a St. Marie.

I know you said you have enough surplus guns, but it's proven to be 4 MOA or less. There really isn't a better option out there in terms of value or qualit yor accuracy unless someone gives you one for free.
 
Another option -- Yugo Mauser M48. I don't know what the prices are today, but a good friend of mine bought one for $98 a little over a year ago. It is a fine rifle -- just like brand new.
