Why can't you you raise a bit of the sight metal using a center punch, offset from the center the same amount as the set screw (though on the other side of the center line)?
That would make the sight cant the other direction when you initially install it, and then level out as you tighten the set screw. I don't own any Ruger pistols, so I may be missing something. You are correct, though. The sight appear to be canted almost exactly 1 degree, when measured.
