A stock 10/22 can be plenty accurate. Mine is at least as accurate as any of my other .22's, providing I feed it with its preferred ammo, which happens to be cheap Fed. Am. Eagle. I got my Rifleman patch at Appleseed with it, and it will easily shoot into 1" at 25 yds. The only upgrades you need are Tech-Sights (HIGHLY recommended) and a good sling. Since you are scoping it, you should be able to do even better. As mine is an older model, it also got the extended mag release, and I modified the bolt catch tab. As with most guns, the sights, the ammo, and the shooter are the limiting factors.
With that said, I still wouldn't discourage anyone from buying a "tactical" .22. They are loads of fun.
