Without a doubt, the Lee hand press. It's a standard die compatible single stage that is easy to pull out and use anywhere.
Small base resizing 30-06 gives you a chest workout, but it is nice to just sit down on the couch and prep cases once in awhile. And yes, the press can handle it.
I have also taken it to the range to do load development. Just take primed brass, powder, bullets, scale etc to the range. It all fits in a toolbox, no tailgate or setup required.

Gotta agree. Hand press plus a Lee die set in whatever caliber you want and a universal decapper. Should come in just a tick under $100. If not, drop the decapper and it easily does(or did before 'rona panic prices). I have decapped and resized more brass on mine than I care to count. The thing has always been a trooper. Hard to complain when you can sit on the couch, decap brass, and just relax.
