I would say most of it has been well covered. One other thing is that a gun must be complete and in its original configuration. A frame only must go through an FFL. Original configuration can be a grey area. Replacement stock, if like the original is ok. Plastic replacement or spotter. No. Vintage sights, scopes etc are ok. Supposed to have a valid Id if selling to an individual. Only need name and address if buying.

What about rebarrel jobs? Say a guy buys an action and has a vintage style stock for a mauser or similar era arm. Is it acceptable to rebarrel the action with an appropriate style and length modern barrel?

Yes. It can be rebarreled Garands sold through the CMP are examples of rebarreled rifles that are C&R eligible.
