New York C&R license holders

I posted this over in the Ralling Point area but no response. Anyone have any experience with this?

How many NY C&R FFL holders had an interview with the BATF before they got their license? Just curious...Thanks Tim
 
Sorry, no help here. I just buy my C&R guns from my local dealer at around cost. It is perplexing as to why it has taken so long though. It can't be just a problem because you're from NY. Maybe a clerical error on thier part?
 
It took me a few months to get mine, the ATF inspector claimed they were backed up. I think it was 4 or 5 months.

Had the interview too, they just go over basic background check stuff and pretty much everything you know about C&R already. Rules on how to use it etc. He as very specific about maintaining the record book and not putting it off.

It wasn't the end of the world and he didn't try to make me feel bad or like a criminal or anything, which is a good sign since I was 21 at the time (22 now) and look younger.
 
It can be a little intimidating but it's sort of an extended 4473 process really. The guy was friendly, not my friend, but friendly, not a JBT horror story.

Yup that's me Still have no idea as to when I will get it. I spoke to a lady at the ATF National Licensing Center (NLC) today and was directed all over creation. Finaly got the old " It takes about 90 days from the time they get it" When I told her very politly, that it has been over 120 days she told me they recieved it from ATF in Ga. on Dec 20. My ATFinterview was Jan 18 at 11am .... Soooooooo it may be awile :fire: By the way my check posted at the bank on Oct 4 2004. :fire:

A piece of general advice. In states where handguns are controlled, like NY, buying them from out of state using a C&R license may violate state or local law. So be aware that having the Collectors FFL does NOT exempt you from state registration, ownership, or resale laws. You need to learn those laws and stay on the right side of even bad laws.

Jim,thats true, If you purchase a handgun NY requires you to have it shipped to a Class 1 Dealer and for it to be placed on your Handgun Lic. even though it qualifies as a C&R asset.

Maryland has a really interesting system. A C&R FFL holder can buy a "regulated firearm" (handgun or assault rifle - if any qualify as C&R) and have it shipped in on his license. But the state does not recognize the C&R license and does not consider that as "official" importation, so the C&R holder cannot transfer the gun within the state. If he wants to sell it within the state, even to an FFL dealer or another C&R FFL holder, he has to ship it out of state, then back in to a STATE licensed dealer in regulated firearms. (The state license is required to sell those guns in addition to the dealer FFL.)

Then, having been imported "officially", the gun can be sold to the intended buyer by the dealer or transferred to the C&R holder who can then transfer it as an individual to the intended buyer. The individual transfer has to go through a state licensed dealer as well.

None of this is necessary for non-regulated firearms, like a Mauser rifle, which can be brought in by a C&R licensee (or anyone else allowed under Federal law), and sold with no state paperwork at all.
