This may have been stated previously but these actions have been taken by the state of CA. The impact on hunters and target shooters is profound. I'm not a lawyer but it seems to me those same hunters/shooters/range owners etc have enough financial power collectively to file a suit against the state of CA and get a restraining order to stop this cold at least temporarily.
Meanwhile attorneys for that group could file a motion for discovery on all this supposed data and see if the state actually has anything to support this rule/law/policy or not. If not, or if the data is weak, the hunters/shooters could take steps to have restarining order extended or made permanent or have the policy reversed completely. I bet they don't have the data.
If lead is the causitive agent what isn't this federal law? Something smells. If the state was challenged successfully on this issue it would be a great victory on many levels.
