COUNCIL | They're 'Marketing 101' for drug dealers, cop says

Tiny plastic bags used to sell small quantities of heroin, crack cocaine, marijuana and other drugs would be banned in Chicago, under a crackdown advanced Tuesday by a City Council committee.

Ald. Robert Fioretti (2nd) persuaded the Health Committee to ban possession of "self-sealing plastic bags under two inches in either height or width," after picking up 15 of the bags on a recent Sunday afternoon stroll through a West Side park.

Lt. Kevin Navarro, commanding officer of the Chicago Police Department's Narcotics and Gang Unit, said the ordinance will be an "important tool" to go after grocery stores, health food stores and other businesses. The bags are used by the thousand to sell small quantities of drugs at $10 or $20 a bag.

Navarro referred to the plastic bags as "Marketing 101 for the drug dealers." Many of them have symbols, allowing drug users to ask for "Superman" or "Blue Dolphin" instead of the drug itself, he said.

Prior to the final vote, Ald. Walter Burnett (27th) expressed concern about arresting innocent people. He noted that extra buttons that come with suits, shirts and blouses -- and jewelry that's been repaired -- come in similar plastic bags.

Burnett was reassured by language that states "one reasonably should know that such items will be or are being used" to package, transfer, deliver or store a controlled substance. Violators would be punished by a $1,500 fine.

Health Committee Chairman Ed Smith (28th) said the ban is part of a desperate effort to stop what he called "the most destructive force" in Chicago neighborhoods.

"We need to use every measure that we possibly can to stop it because it is destroying our kids," he said.
 
Do you think we could get Canada to take Chicago? Oops, bad idea. Canada, as bad as their gun laws are have better laws than Chicago.
 
Will the stupidity ever end? Maybe Alderman Fioretti can stuff his tiny little head into one of those tiny little bags, maybe one labeled "Idiot". We can only hope that Chicago will slide off into Lake Michigan.

that is almost hilarious but then I read it, and it's chilling. Go after grocery stores and health food stores? *** is wrong with Chicago? How about going after crackhouses and obvious delinquents, or would that be not politically correct?

In other words, a huge-ass fine for a plastic bag can be levied at the officer's and prosecutor's will against someone, entirely at their discretion. Sounds like they are giving themselves a grand tool for malicious prosecution to me.
 
This is almost as good as that baking soda ban proposed a few months ago. :D

Every measure except the ones that would work; like making people responsible for their actions...
 
Yo Hommie, I quite selling crack cause they outlawed the baggies...

DUhhh, Drugs are already Illegal and they are selling it, what makes them think that outlawing the baggies will make them stop.
 
they'll just wrap it up in tin foil anyway. or saran wrap or wax paper or bigger bags than they'd prefer or make their own out of other bags...
 
The stupidity is staggering. Simply staggering.

When they start seeing the drugs show up in 3x3 bags instead of 2x2 ones, they can all have a big circle-jerk and congratulate each other on a job well done.

Oh, that's very reassuring. So it's completely discretionary, as all laws should be.
 
You know, you just can't make this stuff up. How in the world did Chicago come to be like this? I heard it was a great city once, a long time ago full of power and industry and hard working people.

Is it silly or just another way to bring in some extra scratch to the city thats now the home of the highest sales tax rate of any major city?
 
Hey, I don't think you guys get it. As a drug dealer I rely on those little baggies. Do you realize what I'm going to have to do now. I'm either going to have to ignore this new law and be labeled a criminal, or I'm going to have to start selling it in larger quantities so that I can fill a whole sandwich baggy. Think about my profits. How am I supposed to make a living? This is devastating to my way of life. Dang those elected officials... I think they finally have me on this one.

Great. Now the drug dealer is faced with another burden:

Asking his customers, "Paper or plastic, sir?"
 
Snicker, snicker, ha, ha. Pull my finger. How dare ANYBODY question the wisdom that comes from CHICAGO. This is CHANGE folks! Embrace it, resistance is futile.
 
Scene: Chicago Town Council meeting

Date: March 3, 2008

"This meeting will now come to order. What is the first business of the day?"

"Well, Mr. Chairman...About all we've got is this drug problem. It seems like no matter what we do, the dealers figure a way around it. Even the way the stuff is packaged is ingenious. They use small zip-loc bags available at any grocery store for pennies per bag!"

Hey! I bet if we could get rid of those bags so they couldn't package the dope in small quantities, they couldn't sell drugs any more!"

*snap* Y'know....That could work!"

Okay! All in favor of banning the baggies, say aye"

"All opposed?"

*bang* "Passed! Now all we have to do is notify the retailers to yank the baggies. This meeting is now adjourned. Who's for cocktails?"

"Uh..Had'em before we got here...remember?"

"Oh, yeah...Well, good! One less thing. Was there a designated driver?"

"Nope. Not me. Me neither. Don't look at me. I thought you were gonna drive."

"Guess we'll have to use the limo, then."

"Now yer talkin'! Uh...Can we stop by Taco Belle? I really got the munchies."
 
You would think that Chicago would've learned back in the thirties how people react when you ban something that people want. Especially mthe criminals.
