I found some information on the Texas DPS site that states Colorado no longer honors non-resident CHL permits. It is dated 6-20-2007. I also found information on the Colorado State Patrol, which appears to be current, that says it does honor out of state permits provided that state honors Colorado's CHL holders in Texas. Which is true?

Here is the language from the Texas DPS site. I think I may be reading it wrong.

"Effective May 17, 2007 Colorado will only recognize permits issued to residents of the issuing state. Colorado no longer recognizes permits issued to non-residents. Additionally, Colorado will only recognize permits issued to residents of the issuing state who are 21 years of age."
 
It means the permit holder must be a resident of the state that issued the permit and the issuing state must have a reciprocity agreement with CO. So, the California resident with a Utah permit won't be legal in Colorado. However, the Utah resident with the same permit is legal.
