could a pietta spiller and burr repro be used as parts to rebuild an original whitney

I can buy a bare whitney navy frame, could i rebuild it with a pietta spiller and burr repro parts?

It would depend on the model of the Whitney and who made the S&B.
I have a Spiller & Burr and an original Whitney but the parts don't match up.
