It means that if the gun fails to fire when you pull the trigger the first time due to a bad primer, etc., the gun's design is such that if you pull the trigger again it will cock the hammer/striker and strike the primer again.

Second strike means if you have a round in the chamber that fails to fire due to tough or weak primer, you can pull the trigger again without pulling back on the slide to strike the primer a second time. Thus "Second Strike" capability. This is useful for range practice in case of a misfire.
 
Not just useful for range practice, but also for those who don't practice misfire drills of slamming up on the magazine base to make sure it's seated, racking the slide to eject the round that didn't fire, and pulling the trigger on the fresh round.
