here is what the BATF website sez about the C&R app:

Type 03 -
COLLECTOR OF CURIOS AND RELICS.
(pertains exclusively to firearms classified as curios and relics, and it's purpose is to facilitate a personal collection. It is NOT a license to buy and sell curios and relics.

18 U.S.C 923(b)

Fee:

$ 30.00 for three (3) years.
Application: ATF Form 7 CR (5310.16)

what gives?

Oh, my apologies. I'm afraid I was unable to discern your "light hearted jabs" from the dozens of posts lamenting the horrors of waiting weeks for a C&R.
Do you really think I'd patiently wait for an entire month before considering phone inquiries if I were that upset or concerned about the waiting period? :)

My balance for the May-June billing period isn't due until the 26th of July anyhow. ;)

Oreinteer, the license is a license to collect, not to engage in business. You may dispose of C&R guns to further your collection, but cannot buy and sell as a regular practice as that will probably be considered to be a business then. There isn't a hard and fast rule and it's left to the ATF to decide, but if you acquire more guns that you dispose of, you should be OK. The ATF usually leaves C&R FFLs alone and concentrates on the dealers and manufacturers.

Guess what showed up in the mail today? Took just over three weeks excluding mail/transit time. About as fast as I had hoped, actually.

No doubt TPTB read this thread and responded with all due haste when I started threatening phone calls. It's all about the power of whining, I tell you.

It has arrived, just shy of 60 days. Let the games begin. SWMBO thinks it's a 'cost-saving' measure for some odd reason. I'm not sure where she got that idea, but I wonder how long it will hold up?

If you call in and inquire about your status, they will pull your application to investigate. Easily adds another month to the time it takes. Sure you want to wake the bear? My FFL took 3 months and 6 days. If you get your license, make sure you keep your books in perfect order. The ATF is NOT one to screw around with. And yes, the discounts are nice!

we don't have to log stuff that we get using the license for a discount unless it's a C&R gun right?

You only have to log C&R guns, that is correct. The discounts one might receive have nothing to do with the ATF. Those are merely policies certain dealers choose to extend to FFL holders which kindly include 03s.

Once you receive a C&R license and start a Bound Book do the 25 or so already owned C&R guns just remain anonymous?
