If I buy a "complete lower" and a "complete upper (including the charging handle and bolt carrier group)" would this be all I need to assemble an operational AR15? Obviously I would need some magazines, but other than the accessories?

thanks!

Make sure the "complete upper" has a bolt, bolt carrier, firing pin, pin retainer and charging handle. Many inexpensive barreled uppers are inexpensive because those parts have to be purchased separately.

+1 on what DnPRK said. I just did an AR15 build, and I was close to ordering what I thought would save me ~$65 until I found that I would have to spend $100 on a bolt carrier and charging handle. Also consider that you will need a rear sight or scope if you are buying a flat-top receiver.

I ended up purchasing a "kit" which included everything except the lower and rear sight for $465 from Del-Ton. I put it together with my Stag lower in about 2 hours, including a trip to the store for some roll pin punches.

I haven't taken it to the range yet, but it looks great!
