extremeshockUSA rounds-frangible?

Do any members here know if the Extremeshock handgun loads are considered "frangible"? I mean are these rounds the same as Magsafe or Glaser Safety Slugs?

My state's security rules do not allow fragmented/exotic ammo like the Glasers/Magsafe(why I have no idea).

Id say not frangable, but they are expensive.
