federal ammunition question

i just bought 2 boxes of 300 win mag. federal power shok (blue box) ammo. it was a deal i just couldnt pass up, $14.99 a box. i haven't bought federal in a long time. anyway, the primers appear to have a blue sealer on them, is this normal? or did i get something somebody else returned? or???? the boxes had been opened before i bought them. i checked to make sure all the ammo was there before paying for it, but i did not notice the primers until i got it home.
 
Since pretty much anyplace that sells ammo won't allow returns, I'm pretty sure what you've got is just fine. Someone probably just opened it in the store to have a look or compare with another product, and closed it back up.
 
The store I managed and designed kept all ammo behind the counter. While I doubt problems with the OP's ammo, the liability of allowing the public to handle boxes of ammo was too great.

Too many spooks who have to handle, pull one out, and inevitably shake a cartridge in their ear (why, I don't know, but happens constantly with ammo available to pawing hands). Let alone those who might have substituted cartridges from one box to another, or even worse, inserted one of their own overloaded bombs.
 
The blue stuff is primer sealant, so nothing leaks into them.
Its perfectly good ammo.

I bought a TON of that Power Shok ammo when it was on sale for $8 a box, with a rebate, for 300 Win Mag. I'll probably never shoot it all!
