Found - "FBI" Load

the "real trick"--unavailable so far--would be for the factories to make a downloaded 357 Magnum round--e.g., set this up as a nominal 900 fps / 2" barrel spec. That's about the maximum round I want to fire consistently from a lightweight--and is entirely shootable from the steel small 357 frames.

Though it's probably not precisely what you're looking for, and it's certainly not patterned on the FBI load, I suggest you look at the Golden Sabre 125-grain .357 Magnum loading. It gives 1220 fps and 413 fpe from a 4-inch barrel, which is strikingly similar to my preferred 9mm load, the Gold Dot 124-grain +P. I like to use this "moderated" .357 load in my 2 3/4-inch Ruger Security-Six.
 
Does anyone know what type of lead the Buffalo Bore 'FBI' load is? Is it softer like Remington's?

Whatever it is, it's very soft. You can put indentations in the lead with your fingernail. I use the stuff in my 4" 64-5. It's got great big deep cavities, and it's gas checked. Best stuff out there, IMO (if you're willing to pay the price).
