Looking to thin some coyotes out, just hoping you guys or gals could help me pick out a gun that is pretty accurate at ranges of atleast 300 yards. Thank you

this is a very, very, very long list...depends on what you want. Plenty of .223's and plenty of other calibers will make that shot in a semi (AR) or bolt action (or any other action). It really depends on what you want to spend and how dead you want them.
Are you looking for a gun that can also be used for _______________. If you want a gun to keep in the truck, by the back door, etc to randomly shoot a coyote, that's a different option than a plinker that can be used for pest control, or a highly specialized gun.

Would be nice to also be able to deer hunt with it also. But trying to keep price under $400 though.

$400 including what you will be using to AIM those 300-yard shots?
In that case, get you a used Glenfield 30-30 with a Simmons scope.

My personal choice would be a Savage bolt action in something along the lines of .22-250 or .223, with a 26" heavy barrel, and a decent 4-16x__ magnification scope with a bullet drop compensating reticle. I like Savage actions, 26" of barrel gives you a good boost on velocity once you get out there, and .223 or .22-250 won't destroy the pelt too badly. A good scope is key and a 4-16 gives you plenty of flexibility range wise.
An AR-15 will certainly do you well though, and if you want to hunt deer, you can just swap out the upper to something bigger. You can get a 24" varmint barrel and throw a good scope on it, but it will cost a good bit more than a bolt action.
Edit: Under $400, I say go with a Savage bolt action in .243, .270, or .30-06. Dicks Sporting Goods has had them as low as $350 including glass on sale. A decent AR will be well out of your range. Also, .30-06 ammo is everywhere and can be found cheap which is a nice plus.

Should be able to find a good .243, .270, .308, .30-06 bolt gun in that price range. People have been raving about the Savages, supposedly a great gun for the money. If you're not concerned about ruining pelts or anything like that, I'd go look for one of these, or a used brown-reming-chester or the like, lots of great buys out there in that range too if you do your shopping

.243 would be good. If you don't care about the pelt or anything go 33wby mag that's good even at 1,000 yards.

I have an AR-15, but it has a 16" barrel. Not sure if it would be to accurate at those distances.

Just doing some poking around here, but a gun store near me just sold a used but nice Browning BAR in .30-06 for just under $300. That leaves $100 for glass and BARs are pretty darn accurate too. Another gun store sells used bolt actions with scopes in all flavors for under $400 all the time. Just go in and see what you like!

Im being dead serious here i use a polish tantal ak-74 with the bipod and a scope and its a dead ringer at 300m, the best grouping i can get out there are 12in but thats good enough for me.

i am going to give the stevens 200 another vote. all a stevens is a savage 110 action without the accutrigger. check them out save the money for glass
Why do you say that? The right AR 15s are regularly used in high powered competitions out to 600 yds or more and that is with open sights. I would think almost any AR should be able to keep a bullet in a 5" or so group out to 300+ yards. Most of the decent ones are 1moa or better= 3" at 300 yards.
and "I already have it" fits well within your budget. Maybe you could buy decent glass if you don't have it already with the extra money.

A .223 carbine is very likely accurate enough to hit coyotes at 400 yards.
The problem is, the .223 cartridge is a 250 yard coyote rifle, tops.
(If you don't want to watch about half of them run off and die somewhere else after you shoot them.)
A 22-250 or .243 stops a large majority of them DRT at 350-400 yards.

300-400 yard shots at a coyote is a pretty good poke...have you actually shot anything at those distances? A $400 rifle will get you there but you won't have anything left over for the scope. I would say that something along the 6mm lines would be the way to go. But let's be realistic about the ranges that we take shots. We owe it to our quarry to make quick, clean kills.

I have a 6.5 Grendel and an ACOG, but another $1000 scope would be better for that. Still, that rifle and scope cost more than $400. Not saying you have to spend $2000 on a setup, but you'll need a lot more than $400 to do what you want and do it right.
A SWFA Super Sniper Scope in fixed 10x is what you need to get started. $300+ there. Then find a good Remington or Savage bolt action in 7.62 or better, .260 or 6.5mm Creedmore... Maybe five or six hundred depending. Then spend time at the range and reading up on how to calculate shots using that scope and sending lead accurately at those ranges.
I say that, simply because you ask for a $400 rifle to perform these shots. Not that it can't be done, but it is unusual to say the least. But if deadset, Moisin I guess. Saw a guy ringing plates at 200y no problem with a beater that had been through hell.

Not to go off to far here, but why do people think $400 is so unreasonable? The M16 (20" Barrel) has sights up to 600 Meters (Over 650 yards). Does anyone want to stand 650 yards away at the edge of the .223's effective range and be shot at? NO. Because it still does damage out there!
My brother has a Savage edge (Equivalent of a Stevens) that he bought cheap at Dick's for $380, with glass, in .223. That thing can put 3 shots into an inch at 200 yards easily! It's more accurate than I can usually shoot, and I would take a 300 yard coyote shot any day provided I had a rest or something.

This is an easy one. A .22-250 for dogs only at those distances..
If it was a yote gun only then a .22-250 would be the best choice IMO. Since you threw deer in the mix I would lean on the .25-06.
But let's see. A 400 yard rifle for dogs and deer.

You can get the rifle for around $300 if you shop but you're going to need more than $100 for ammo and glass that will get you out to 400 yards. A $69 chinese special just won't get it done reliably. Even a scope that just gets into the "good" category like a Nikon Prostaff or Redfield Revolution will be at least $150. Add shipping and a box of ammo and you've spent $500 easily.
Buy once, cry once then enjoy your rifle.
