I've heard of engineering programs that have sought to design a steerable bullet in the past, but CNN is currently reporting that a new system of guided .50 Caliber bullets has been developed. It's kind of an interesting idea, but I'd have to assume that such a bullet would be prohibitively expensive (even for the military) at least with today's technology:

It does make me wonder sometimes about the future viability of the 2nd Amendment. After all, the arms we're currently allowed to possess exhibit the best of 100-year-old technology. What we define as "arms" is changing, and in a world where technology is evolving beyond a glorified firecracker in a pipe, it makes me wonder how long the small arms we possess today will remain relevant (because you can all but guarantee that we won't be getting guided bullets at the local gun show any time soon — or ray guns, whenever they come out).
