This post has a video.. that a You Tuber has listed his pics of the top 10 handguns at under $350
Some may cost a bit more than $350 .. some maybe quite less than $350 .. he explains in detail why he thinks these are his picks …
Overall Im suprised at the quality of handguns that you can get at $350 and below

I don't own one, but have shot a couple of Taurus GX4 they would be on my list.
Not sure of current pricing for Taurus 605. When I bought mine a couple of years ago they were under $350.
The Bond Arms Rough and Rowdy Derringers are under $350 and a bunch of fun....

The topic on best guns under x price is one I find a little repetative, so I don't usually partake in them, but inflation has changed the landscape so much it's worth it to think about every few years.

It's hard to beat the Taurus G varieties and TH.

Zastava Tokarevs are probably still around 350, their .32 baby Tok can probably be found used for less. 7.62x25 and .32 ACP aren't popular, but the ammo is available and if this is simply about getting what you can for a low price in a short amount of time and something you know will last decades, there's nothing wrong with getting something in an unpopular caliber, just don't plan to shoot it much otherwise you'll be burning thru money.

PSA Glock clones, IDK if they get that low, but if I was really short on money and wanted something that used Glock mags, I'd go that route.

Ruger Security 380

Phoenix Arms. Their .22 is stated as standard velocity only, but I'm sure there have been people who used hi velocity with no ill affects. Just change the recoil spring every 1000 rds and you should be good. The price on these is low enough you could buy two, shoot standard only in one, save the other for hi velocity defense use, but then again you could buy the .22 for practice and the .25 for defense.

At prices under 350, I think the top choices really depend on each person's situation. If it's a 21 yr old just starting out, I'd tell them buy what they need, not what they want. They're not going to be able to afford shooting much, so something that doesn't take frequent practice with to stay proficient is a benefit and if that means something under 9mm in caliber, that's fine. Ruger Security 380 is a very low recoiling pistol in a decently effective and common caliber.
 
I generally like HO but I don't always agree with him 100% as expected. Of course the compact and now the subcompact SAR 9 models were released after his video so he obviously couldn't have reviewed them.
Most are full size NATO guns but they made a compact version and they are coming out with a subcompact version all in 9mm.
This is the Glock that Glock should be, Glock type reliability with a twist, it's really ergonomically comfortable since they put it on a VP9 lower. Canik is great but they wish they were SAR..........
Do your own research but know this, the SAR9 was developed as a NATO sidearm so works best with NATO rounds.

They also make an amazing CZ 75 compact clone with their B6C model. Granted since a 75 clone working on your upper body strength is a necessity.............

I was also going to mention the SAR polymer CZ75 "clones". I saw full-sized and compact versions for sale NiB for $279 apiece on GB just now. I've had two and they've both been excellent. This compact model is my preferred OWB semiauto.

The same seller had the Tisas 1911 "GI Model" NiB for $339. I had one of those also, and it was a very good shooter.

Right now is a good time to be shopping for a "budget pistol", IMHO. There are lots of pistols available now (like the two above) that aren't as pretty as the more expensive pistols, but are as reliable and (in most people's hands) as accurate.

I could be wrong but I think anti Turkish bias (and not knowing they have a strong US presence) may the biggest problem with Sarsilmaz (SAR). Also the fact that they are indeed relative newcomers to the US market despite being the oldest and most internationally respected firearms manufacturer in Turkey, opened in the 1880s.
I am thinking about the SAR9 compact and subcompact models further down the road.
