^^ the wording is buried, and it says essentially that you can car-carry loaded (safe transit thru state with a loaded handgun in your car) if you are able to posess a handgun *in public* in your state of residence.

That sounds like any state that allows OC without permit, such as NC would also fit in this safe transit option?

I would doubt that the average IL LEO knows which state have OC, and it changes from time to time, example MS had OC on the books, but a judge and has delayed implementation.
 
While a concealed weapons license is no longer required in Arizona, they are still availabe - to residents and non-residents. Both must meet modest training and background requirements.

While travel is one reason to obtain and keep a license, another one is that residents who have one can purchase a firearm from an FFL (in state only) without having to go through another background check. The dealer simply records the license number on the #4473 form.
