This is probably a dumb question, but I am curious if it can be done??or if there are any aftermarket parts?
Is it possible to mod a Keltec PLR-16 with a buttstock??

Could it be done ? Yes. It would be a felony to do it without batfe approval , but wouldnt be all that hard to do imho . No harder than most autopistols .

You would be manufacturing a Short Barrelled Rifle (SBR). Go to the ATF websight and you can read all the rules for a manufacturing license. You would probably be much better off financially to get the $200 tax stamp, with your local CLEO approval, and just buy a "D" model. Look at the KT site, it's probably just what you want.
As redneckrepairs mentioned, without the proper manufacturing license and/or tax stamp for owning, it's worth many years in a Federal Pen.. Similar to what would happen if you put an AR pistol upper on a rifle lower, you get to be someones girlfriend for 10-20.

It was my understanding that turning a rifle into a pistol was illegal but turning a pistol into a rifle is legal.

Hopefully one of the NFA folks will chime in , but iirc you can form 4 ( I believe its form 4 or form 1 I don't honestly recall for a sbr ) it and make one for yourself ( of course paying tax , prior approval ect.. ) without a manufacturers licence which is a whole different ball game .
Edited to add its not turning a pistol into a rifle until and unless it has a 16" barrel. anything shorter is a SBR which is a NFA regulated weapon . I am not shure about with a 16" barrel especialy if you retain the short barrel in possession , it could be " constructive possession " of a sbr . Tho maby not since TC has had rifle kits out and they seem to be ok .

You can stick a longer barrel on a pistol frame and then stick on the buttstock.
ATF has in the fact made up the fantasy of 'constructive possesion' which is having all the parts means you'd assemble it and busted people using it.
Just buy an SBR or have a regular KelTec rifle stamped and then converted. A class III dealer can walk you through the process. By the time you do all that you'd probably want a AR SBR.

Correct, but the rifle must be a legal rifle (at least a 16" barrel). If the pistol had a 16" barrel (or swapped barrels as in an AR), the buttstock could be switched indescriminatly without the SBR stamp.
