Is there any state that issues out of state CC without already having one?

Utah requires that you take the class from UT certified instructor, send a set of fingerprints, and a passport-type photo. I have permits from UT, TX, and WA. TX is not valid since I left the state, but I am hanging on to it in case we move back. Besides UT and WA are good there. TX allows you have a loaded long gun in your car too.
 
I just filed for my Florida non-resident permit. No requirement for existing CCW permit, although I do have one for VA. No training or instruction required beside the usual Hunter Safety Course, Basic NRA Handgun Class, etc. $117, a passport photo, fingerprints and notorized application was all it took.

But BCI determines when the clock starts. And there doesn't appear to be any penalty for not complying with the 30-day mandate. Utah residents are currently reporting waits of 7-9 weeks.
 
Florida has up to 90 days to return an application. Lately, it is taking up to six weeks but is faster if you use electronic fingerprinting. While I am not a lawyer, be aware that many states (NH, WV) that offer recognition of a Florida permit will not recognize permits issued to out of state residents.
