WASHINGTON — The next domestic terrorist attack may come in the form of homicide bombings, the FBI warned law enforcement officials in a bulletin released on Thursday.

In the lightly classified intelligence bulletin, the FBI (search) said some telltale signs of a homicide bomber would be heavy bulky clothing on warm days, a chemical smell or people wearing jackets with wires hanging out. Bombers may also tightly clench their fists in which they could be gripping detonators.

The bulletin also warns that a terrorist could disguise himself by wearing a public safety uniform or by dressing as a pregnant woman.

"The most important thing we have is people's awareness," said Richard Dietl, a former New York Police Department detective. "You've got to go out there and tell the police if you think something is wrong."

Officials said the bulletin was not prompted by new information but served as a reminder for local law enforcement to be on the lookout. The Department of Homeland Security (search) has been on alert for such attacks for some time. In March 2003, Homeland Security Secretary Tom Ridge told Fox News he believed "we have to prepare for the inevitability" of homicide bombings in the United States.

The bulletin, which was issued to 18,000 law enforcement agencies nationwide, comes as there are increased fears about a variety of threats.

The discovery last week of a concealed infrared electronic device on train tracks near Philadelphia sparked investigations and renewed concern for rail safety in the northeast corridor.

"The conclusion has not been reached as to why it was there," said Asa Hutchinson, the Homeland Security under secretary for border and transportation security. "It's unexplained. It shouldn't have been there."

Rail safety has been a heightened concern since the March Madrid train bombings (search), which killed nearly 200 people. Some law enforcement personnel worried that attack could be a prelude to a similar bombing in America.

Hutchinson told Fox News that in light of the Madrid attack, "we're being more careful." Commenting on rail security, he added, "A lot is being done that the public is not aware of, from surveillance and sensors to uniformed police."

But lawmakers are unconvinced, butting heads with the administration and complaining that rail security efforts are moving too slowly.

In a congressional hearing earlier this month, Rep. Ed Markey (search), D-Mass., railed against the administration's efforts to improve security. "Although we have seen what happened in Madrid, we have deployed just a fraction of the resources possible," Markey said.

On Thursday, the Department of Homeland Security announced new measures to expand rail security. The directives include instructing rail owners and operators to ask passengers and employees to report unattended property or suspicious behavior.

It also requires operators to use bomb-sniffing dogs when needed and in some locations to remove trash receptacles, except clear plastic or bomb-resistant trash containers.

These measures are part of a series of initiatives that include vulnerability assessments, more training for rail personnel and more funds to improve rail and transit security in urban areas.

A sign of the added security and worry is that two of Amtrak's Washington bound Acela high speed trains were stopped Thursday night and searched by Amtrak police officers and canines. The trains were delayed for 40 minutes, but there is no word yet specifically on why they were stopped.

Trucks coming into New York City are also being scrutinized as there is a continuing concern about high profile targets there.

Hutchinson said defending the public from a truck bomb is particularly difficult. "In a free society, you can't stop every truck," he said, adding it is important for the industry to be proactive in policing itself and identifying threats.

Law enforcement officials tell Fox News that much of the information out there is unspecific, but overall the picture points to foreign terrorists planning a terror strike in the United States.

My solution: Some bad people occasionally doing some bad things that we are unable to prevent is the acceptable price of freedom.

That could be one of hundreds in any downtown area of any major city in this state. You might also add, they would be muttering to themselves. Is that Arabic I hear????

Easy to say now. A bit harder to say once terrorists start blowing themselves up in shopping malls, grocery stores, and schools.

The psychology works like this: immediately after the incident, the nation will rally around GWB. Kerry won't get airtime unless he's naked in Times Square--and maybe not even then.

HOWEVER, if the incident goes unresolved--no terrorists are rounded up, no cells are found, etc., etc.,--expect to see Bush's ratings drop significantly.

The trick is the timing. Too close to the election and Bush wins in a walk.

This kind of political analysis is of a sophistication I haven't seen in AQ stunts. So far AQ has a tin ear when it comes to understanding what makes Americans tick. 2 weeks ago Abu Ghraib coverage had Bush and hence the US on the ropes. We were in the process of slipping the noose over Bush's head. Outta the blue the Berg murder surfaces and blows the prison coverage off the screen. Smart play would be to leave the US to letting us disembowel ourselves.

AQ's level of sophistication as I understand it would be to hit the US hard within a few weeks of the election, not months in advance to play the policy angle. The posted analysis is what you'd get out of a US political operative, not out of some Arab goon that watches CNN on the satellite.

Nothing new prompted this warning. This information, and warning, could just have easily been released last week, last month, or last year.

This article is simply fear-mongering.

We are in a war on terror, and the administration must keep reminding Joe Sixpack of that, lest he forget and vote Democrat.
 
Uhhhh....the Berg murder was NOT an AlQ operation. It was (we learn today) run by some ex-Saddamite muckety-muck.

AlQ is not stupid.

I'll give you more. The intel service just sent out a newsletter tonight advising that the attack will happen in either DC, NYC, Houston, Austin, or LA.

And they think Houston is most likely, at a refinery or on the waterfront, dirty bomb or OKC-type truck bomb.

If AlQ was really stupid, they would not have been successful with the Cole, the embassies, and 9/11.

You DO know that 9/11 was the 400th (?) anniversary of the defeat of the Moslem fleet at Lepanto, right?

These guys understand psychology, and politics. They want Bush defeated and are NOT about to hand him re-election if they can help it.
 
They already have a model in mind - Spain.

With the amount of hand-wringing and gnashing of teeth being performed by our professional bed-wetters, I think AQ believes that a bombing campaign would tilt the campaign to John Kerry.

And they'll be wrong.

AQ sees "America" as a monolith, and that's why they consistently misjudge our reactions. I don't think they understand that our media is independent of the gov't, and that the America that they see on the tv screen is not representative of the nation.

When the wave of suicide bombings hits, we'll move into a new and far more deadly phase of the war. There won't be much talk about limiting collateral damage and honoring the Geneva Convention.

If we elect Kerry after the attacks, then the death of the West will be assured.
 
At the point the first talking head stated after 9-11 "It is the very freedoms we all enjoy that makes us so vulnerable" I knew they were going to be whittled away.

I don't think so. I wouldn't be greatly surprised to see the Islamic terrorist savages come up with a suicide bomber or two—even three or four—but they're not very successful even in their own back yards.

I think fear-mongering is a.) inevitable, given that it's an election year, and b.) despicable.

Any idea how the govt. can square warnings of terrorist attacks on citizens with a renewal of the AWB? (kinda a rhetorical question)..

Anyone ever written an elected official with this same question?

Oh, how I wish this were true. That we are still wrapped around the axle--what is it--2-3 weeks after the pictures became public and 5 months after the DOD press release, says this story is still very much on the screen. If your point is that the American public has lost whatever sense of revulsion over the prison photos after the Berg murder, then I'd agree. But the media, Congress, and lefties in general, are still very much horrified at the photos.

Personally, if photos of a tiny American woman soldier laughing at their little Muslim pee-pees, saves one American life, then I'm all for it. To Hell with their Muslim sensitivities...There is No equivalency to the murder of a non-combatant.
 
No wonder that, in the past week or so, I have seen cops stopping and searching homeless folks pushing shopping carts full of junk.
