My Q is: did he empty the chamber, or just drop the mag? ( I don't know if yours has a mag disconnect).

He took out the mag and the chambered round. I think he even chambered it again because there was a second loose round in the holster. It was a Kel-Tec PF9.

Was it a state or local cop?

State cop. Arizona Department of Public Safety.

HOV is a yes or no question. . .

In fairness to Thernlund, Phoenix is the only place I've seen HOV lanes that are actually open to everybody during non-rush hours and weekends. (A brilliant system IMO.) So it is more of an "it depends" question, and it is easy to slip up if you aren't watching the clock close enough.
 
I got a ticket the other day. I think a little gun chat caused him to be lenient and write the ticket saying I was going 44 in a 25 when really it was closer to 72 >.<

Pretty much. But a few miles up the road, at the I-17 interchange, traffic stopped. That gave me a good 30 seconds to load up.

For my dept (Phx PD) the motors do only traffic and wrecks. I would be surprised if he gave you a warning. But, just go to traffic school. Its cheaper than the ticket by a long shot, and it doesnt get reported for points.
 
I got a speeding ticket from a motorcycle cop, who was sitting on the side of the road. He stepped into the road, help up his hand and motioned me to the side. We talked for 10-15 minutes about everything. Mostly his BMW motorcyle really. He still wrote me. I expected him to. I was speeding.

I was in a hurry? Why should I spend 15 minutes getting to school when I can get there in 5? I knew he was gonna write me up, I'm just happy he was cool about it. By far the most pleasant experience I've ever had getting pulled over.

Typical elitist (selfish) attitude...what are you? freakin' special that you can risk the life of others just so you can get to school 10 mins early? Try waking up earlier schoolboy.
 
And this is a good reason why respect for LE is so low, except when they're doing real LE work that involves actual protection of the population:

It was an honest mistake with no previous record of wrong doing, and no one was hurt.

It happens and isn't fun, but at least the guy wasn't a jerk.

My pet peeve was being in the service and getting a speeding ticket on base when I'd been standing Engineering Duty Officer for 16 hours and leaving at 1am - the shore patrol gives me a ticket for 45 in a 35. Shouldn't they be trying to keep the ay-rab frogmen out of the wire or something useful instead of harrassing sailors on their way home? $100 donated back to Uncle Sam for that one, plus you get a couple of those and they yank your base car decal. Getting a ticket under those circumstances ticked me off!
