Works perfectly with small to medium charges.

If they moved hole more toward the center for small charges, it would cut down on the large charges.

Yup that's true, but the larger charges can be easily attained with the discs.
Lee no longer makes the micro disc, and with small charges you need to be very precise.
.02 of a grain can be as much as 10% or more of the total charge.
