Here is the FBI order for more Glock 23's:

PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this request. This announcement constitutes the only solicitation. This procurement is being conducted under Federal Acquisition Regulation Parts 12 and 13. The Federal Bureau of Investigation is issuing this acquisition as a Request for Quote (RFQ) under solicitation number RFQ 0200727. The NAICS Code for this requirement is 332994-Small Arms Manufacturing: The size standard for this requirement is 1000 employees. This requirement is a 100% small business set-aside. This requirement is for brand name only.


The resultant contract will be a firm-fixed price contract. The requirement is for the following:

2,963 each Glock Model 23 pistol, with smooth trigger, extended slide stop, medium magazine catch, tritium sights, 6 magazines


Shipping Condition: Shipping must be free on board (FOB) destination CONUS. Quotes shall include all shipping costs to Quantico, VA. Equipment Condition: New Equipment ONLY; No remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty. Offer Period: Bid must be good for 30 calendar days after close of this posting. Delivery must be made within 70 days or less after receipt of order (ARO).


Responses shall be submitted via electronic submission to Amy Lacy at [email protected]. The due date for responses to this RFQ is on or before July 23, 2010, 10:00 am (Eastern Time). Responses must be marked as follows: "RFQ 0200727." All correspondence regarding this requirement must be submitted to Amy Lacy via email only. Quotes shall include a point of contact, contractor DUN's number and TIN number.


This RFQ incorporates the provisions and clauses that are in effect through Federal Acquisition Regulation Circular 2005-44. The provision at FAR Clause 52.212-1, Instructions to Offerors (Nov 2007) and addendum are incorporated into this solicitation. Addendum to 52.212-1, Modify: (b) Submission of offer(s) is to read as follows: "Submit offers electronically to [email protected]. Provision 52.212-2, Evaluation - Commercial Items is incorporated by reference. This requirement will be awarded to the low price technically acceptable (LPTA) offeror. Brand Name Justification: Glock weapons are the standard issued service pistol for the Federal Bureau of Investigation (FBI). Provision 52.212-3 Offeror Representations and Certifications-Commercial Items is incorporated. Contractors may submit their online Representations and Certifications Application (ORCA) at the following government portal: http://orca.bpn.gov. Clauses 52.212-4 Contract Terms and Conditions-Commercial Items, and 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders, Commercial Items, apply to this solicitation. (Q) In reference to the medium magazine catch, is this the magazine catch that the Bureau developed with Glock?

(A) It is mid-way in length between a standard magazine catch and an extended magazine catch.

(Q) Is there a specific format in which you would like to see this proposal?

(A) The quote should contain the company name/address and POC information, DUNS #, Tax ID Number, description and/or stock numbers and pricing. If you wish to submit an SF 1449 that is accepted as well.

(Q) In reference to your current solicitation for 2,963 Glock model 23 handguns, do you have the specific item number for the exact Glock handgun that you woule like to purchase?

(A) The item number will be Pistol, Model: G23-.40 caliber.

Puerto Rico PD , S&W 5906 , Glock 23 , now switching to S&W MP40, comes with 3/15 rounds mag.
 
Delaware State Police run the Sig P229R in .357 SIG. Newark PD also runs the Sig P229R, but I'm not sure of the chambering. Delaware Department of Corrections runs the P229R as well, but again, I'm unsure of chambering. New Castle County Police run Smith and Wesson M&P in either 9mm or .40 (not 100% sure) and the Wilmington City Police are running a mixture of Smith and Wesson SW99s chambered for .40 which are being phased out for Smith and Wesson M&Ps in the same chambering.

Wow, I suprised no one's mentioned my agency yet.

US Dept of Veterans Affairs Police-

Beretta 92D Centurian, Beretta 92FS (Inspectors), and most recently approved: Sig P229R DAK and Sig P239 DAK (for plain clothed Officers/Supervisors/Agents).
 
Glock 19 is also allowed.

Richmond, VA I believe the city cops use a Sig Pro.
Henrico County uses Glock 22.

I think someone told me they were switching from the Sig Pro recently. Maybe to the P250...but I am not sure that is correct.
Henrico used to use SIG P220...surprised they switched.

Virginia Capital Police use Beretta Px4 Storm .40 S&W (I work with some of them and saw one in their holster)
Virginia State Police use SIG P229 .357 SIG I think maybe DAK
 
U.S. Marshal's Service requires the .40 caliber Glock 22; as per a friend, who is a deputy U.S. Marshal~!

I'm fairly certain a majority of P.D.s in the U.S. carry Glocks or S&W M&Ps in 9mm or .40 S&W. But that's just a fairly confident assumption on my part.

From my limited observations I think SIG might outrank M&P in Law Enforcement adoption.
 
In the area where I live a lot of departments are replacing the SIG with the S&W. The S&W seems to fit a wider range of hands and be easier to qualify with.

Plus the S&W offers more configuration customization options. S&W will basically build the gun however the department needs it. Do you want a decocker with a mag drop safety? They will do it. If you want a manual safety with no mag drop safety, they do it. If you want an oversized manual safety and mag release with a mag drop safety in compact size, they do it.

The price, service, reliability, and customization are pushing S&W to the front of the pack.

You may want to look into that. I don't know any concrete numbers or statistics, but I personally think that statement is wrong.

According to the U.S. Marshal's website, the primary handgun for Marshals is the Glock 22 or Glock 23 in .40 S&W caliber, and each deputy may carry a backup handgun of their choice if it meets certain requirements. Members of the US Marshal SOG Teams are armed with M1911A1 Springfield TRP Pistol (.45 ACP). Marshals are also equipped with AR-15s and 12-gauge shotguns.

The US Federal Air Marshal Service signed a multi-million dollar contract for procurement of the SIG Sauer P250 Compact chambered for the .357 SIG cartridge in 2009.[14]
