This problem that i havewith the powder measure is getting me very annoying about the performance of the lnl ap. This week i loaded about 350 124gr 9mm with vv n 320 with 3.8 gr dead on with lnl and leaving the same setting after i went to the range and came back to reload the cases again the powder wouldn't throw the same charge even if it is with the same setting. I empty the powder measure and the rotor put back powder again threw like 60 throws from it and still not even that close what will be the problem please i have to set the powder all the time

I experience different charge weights from one session to another with all my drum style powder measures so, in my opinion, it is not unique to your measure. I almost always have to tweak the measure's setting at the start of each reloading session.

I have never read or heard why, but I suspect it a change in moisture content.

Another problem you may be having is with static electricity. Wipe the inside and outside down with anti-static dryer sheets and that should help.
 
This is why we should check our powder weights every 10 throws or so. And no you can't leave powder in the throw, come back and expect it to be right on. Using ball powder may make things a little easier to deal with. But I'm not smart enough to use ball powder, no I have to use stick sand flake powders which require constant fiddling with the throw. Some days are better than other days when using a throw.
 
Once I dial in a pistol charge with a measure, and it works out (Meaning I have tweaked and tested the load and am satisfied with it), I just dial back to that charge the next time. I do check it to start, and 99% of the time it is either right on or within less than a tenth. As long as I am not at max, I don't worry about it and use that setting. Volume is important too. A really good load doesn't care exactly which tenth you are on. Dial it in and load them up. If only 4.2 works, and not 4.1 or 4.3, it's not a good load.

Doesn't matter which rotor or insert you use. I replaced mine after many thousands of rounds experiencing fluctuating loads or even squibbs with no powder. I now have a dillon measure on my LNL AP and its been flawless and right on the money for every throw.
 
My LNL powder measure is very accurate and consistent. Temp and humitidy will change your powder charge. IOW, If one day you are loading on a 68 degree, 20% humidity day and come back next week and it is 75 degrees and 75% humidity, your powder charge is not going to be EXACTLY they same.

I have a micrometer adjustment on my powder measure and I can set it to a previous setting very easily. When I weigh my charges, it will always vary slightly for the reasons I stated. At least, that is my experience.

My experience has been the opposite. With the pistol metering set up both of my Hornady powder measures are generally spot on with the the powders I have used.

Powder tends to settel a bit with the vibration you get from operating the press. I have mine set up for 9mm right now and am using 4.3grs Green Dot with 125gr RNL bullets. I've left this set up for months with powder in the hopper and it still throws a consistent 4.3gr weeks later after the first drop or two that I throw back in the hopper. Make sure you are using the small pistol powder metering rotor and insert because the universal metering insert doesn't measure anything under 10 grs consistently.
 
I was also have issues with the die twisting while being in locked down position and Hornady said they have a fix for this and what I received was stainless (micro-thin) gauged split washers and once I installed this it seem to even out my drop charges.
 
My LnL-AP powder measure is never off more than a tenth or two from one session to the next, and that's after draining it, pulling the insert and putting it away between sessions. Some thoughts:

1. Are you using the ***pistol*** insert and rotor?
2. static?
3. which powder?
4. The powder measure was disassembled and cleaned per Hornady's instructions?
 
Ditto on the cleaning. The Hornady instruction video says they get lots of measures back with complaints of inconsistent throws and almost all are due to users not doing the initial cleaning of the parts coated with the anti corrosion grease.

My LnL is not only consistent durnig a loading session, but even after taking the powder out, coming back a week or 2 later and testing the charge weight again.
 
My LNL measure was coated with oil inside and out, but after a good cleaning, it works quite well. I am only using it for large rifle charges though. I bought the micrometer insert.
 
I have 2 LNL APs and both have very accurate powder measures. I do empty measure and wipe out after each session. You didn't mention if this is a new press or not. As mentioned above, if it is new perhaps you did not clean the measure completely before starting. Also, you may need the shim (most do) that prevents the powder die from coming loose as the press is operated. Be sure you are using the pistor rotor and insert.
