I have an SKS myself, and I've been shooting Russian surplus hollow points with no failures. If the SKS isn't "tactical" enough for you companies like Tapco offer tons of modifications for them that aren't that expensive. I seen a very nice Russian SKS with a Monte Carlo stock at the gun show for 299 and Chinese SKS' go for even cheaper.

Should not be used for hunting...the hollow point on the Wolf ammo is there for aerodynamics just like a hollow point tip on a match bullet. These bullets act much like a FMJ on game. Based on your question is seems to me your planning on using it for that purpose because the Wolf ammo is cheap and I wouldn't advise it.

The 7.62x39 is not a "magical" calibre.

If you want a short-range rifle, get a Winchester 1894. Be hard to beat. If you want something a bit more accurate, with a bit more reach, get a Remington 700 or Savage 11x variant in .308.

If you are interested in accuracy, don't shoot crappy $100/case ammo. It'll go bang pretty much every time, but that's as much as anyone can expect of it.
 
The wolf stuff is for punchin paper cuz cheap ammo means a whole lot more trigger time. I use premium amo (rem, fed, win) for game.
 
Depending on the exact condition, you could find a Ruger M-77 in 7.62x39- they made several runs of them for Davidsons.
 
Fine, get an SKS! I have two a Norinco and a Yugo Both are accurate enough for your requirements also have an AKM that shoots just as good as the SKS's.
 
If I could afford it, I would recommend the CZ 527 also (although I've never shot one, I've heard nothing but good things regarding their accuracy).

For under $250, I just got a Remington Spartan SPR18 single shot break action in 7.62 x 39. I liked the looks of it much better than the Rossi ss. I've only been to the range once with it so far just to familiarize myself with it's open sights. I've got a 6 x 32 scope on the way and will go out again later this week with a bag rest and the scope to get a better idea of the gun and ammo capability. I've got some Wolf 154 gr SP and some Brown Bear 123 gr SP and the Brown Bear is definitely cleaner.
 
Wolf makes a decent 154 grain SOFT point not to be confused with the HOLLOW point.You can pick up 500 rounds of the softpoint for around $125.
