I believe that Midway, like the majority of companies that ship hundreds of thousands of orders every year set their shipping prices on an average.
This means that over the course of the year, or several years they average out how much they have actually paid for shipping, then set their rates accordingly.
You must keep in mind that when they ship small items for what seems like a rediculous shipping price, they are also LOSING money on larger items. So they use an average and hope to break even at the end of the year.
Oh and for what its worth, pulling, packing, and shipping small orders IS a time killer and a horribly innefficient use of time.
