Need Help choosing and AK-47.

Well, the side rail base is mounted to the reciever with rivits. Most AKs come with this, a few don't. WASRs do, btw.

Then, the side rail itself mounts to that rail. The optic mounts to that. Weaver and picattany adapters are available.
 
Lancaster offered by Atlantic + THR discount seems the best deal and I believe Atlantic offers a warranty?

I would definitely get the lancaster from atlantic.

unless you decide to go the custom saiga route and do a little work. either way, you'll spend about the same.
 
I would talk the guy with the Yugo down - a "new" rifle is one that hasn't been fired, especially through 100's of rounds.

Also, the side-rail optics mount is very helpful. Definitely consider this.

Finally, have you considered a simple, Romanian WASR? For under $400 they are a great deal and some are surprisingly nice if you can inspect it before hand. They are not as nice as either of the rifles you are considering but much cheaper and they will come with side-optics-mount, sling, mags, bayonet, etc, etc.
