I have two questions regarding NFA regulated weapons and accecories.
Can you buy a registered M-16 lower reciever only without purchasing the entire weapon (cheaper?) so that you could change it out when you wanted?
What exactly constitutes a "silencer or supressor", I have a friend that has a .22 rifle that has a threaded barrel and he has a 10" long X 1.5" aluminum tube on it that has a .25" hole in the end of it. It reduces the report of sub sonic long rifles to the level of CB caps, he says this is legal because it has no baffles or internal structure, is he correct?
