OCEANSIDE – A woman and her 8-year-old son were recovering yesterday after being shot by an off-duty San Diego police officer in what authorities said was a road-rage incident.

Detectives have still not spoken with the woman who was shot, although they hope to interview her today, Oceanside Sgt. Kelan Poorman said Tuesday. She remains hospitalized.

The woman is married to a member of the military and she lives on base at Camp Pendleton, Poorman said. Police hope to release her name today after they speak with her.

Additionally, detectives are reviewing store surveillance cameras tapes which may have captured the Saturday night incident, Poorman said.

No further details about the investigation have been released.

The officer, Frank White, 28, has been with the San Diego Police Department since October 2005, an Oceanside police spokesman said. White is on routine administrative leave with pay while the incident is investigated.

The shooting occurred about 9:15 p.m. Saturday in the parking lot of the Lowe's home improvement store on Old Grove Road near state Route 76, Oceanside police said.

The woman, who is in her 20s, was flown to Sharp Memorial Hospital. Her son was flown to Rady Children's Hospital. Both hospitals are in Kearny Mesa.

Police said the incident began when one of the drivers cut off the other one.

“There was some type of right-of-way violation by one party or the other,” Oceanside police Sgt. Kelan Poorman said yesterday. Poorman said one of the drivers then apparently followed the other into the parking lot.

It was not clear yesterday why the officer fired at the woman's vehicle. Poorman said White's wife was with him.

Poorman said he didn't know if there had been contact between the cars. He also declined to say what type of weapon White had used or how many shots he had fired. The woman was unarmed.

Oceanside police were told that White identified himself as a San Diego police officer at one point during the confrontation, Poorman said.

Police interviewed White on Saturday night and spoke with the woman's son yesterday.

“We're waiting to talk to the mother so we can put the pieces of the puzzle together,” Poorman said. He said investigators were seeking permission from the woman's doctors to speak with her.

Poorman said White was interviewed at the Oceanside police station with his attorney, a peer support officer and his supervisor.

The Lowe's store, just south of state Route 76, is in a shopping center along with a Ralphs grocery store, a San Diego National Bank branch, a McDonald's, and several other stores.

Investigators also were interviewing witnesses, Poorman said.

Once investigators have more information, they will determine what, if any, charges should be filed, Poorman said. No one has been arrested.

No additional information has been released about the shooting. San Diego Police Chief William Lansdowne said his department would look at the investigation once it's completed to determine if the officer violated any policies.

This could get Real Ugly Real fast.
 
This case is a mystery? I would like to read the investigation report that tells the sequence of events.

I wonder if the Bradys will take this as an example of why concealed carry shouldn't be allowed. They'll just omit the fact that the shooter was an LEO -- the very people they say should be the only ones with guns.

Well, on the positive side: at least he didn't call for backup and he is off the streets.

The negative: the mother of a young child is hospitalized and the family responsible for the bills while the redneck that shot her is punished with a free vacation. That will teach him... :(
 
There is a whole lot of information that would need to be added to make any sort of judgment. Maybe the mother tried to run him down? Maybe he is a "bad tempered redneck" and shot them out of anger. Maybe aliens took control of his mind and made him do it. None of us knows enough about this to say. I'd rather give all parties the benefit of the doubt until the investigation is completed.

Ultimately it is a sad story, the mother and child are shot and this guy's life (possibly the other parties as well depending on the injuries) are probably ruined no matter how it turns out.
 
Just wait for the real story to come out...Journalism being what it is these days....the last thing we need on here is knee-jerk reactions causing pissing contests like we had in two threads yesterday, largely due, in part to highly suspect yellow journalism...oops! er, I mean "journalistic license".
And yes, I allowed myself to be drawn into yesterday's crap-fests....I'm waiting for the whole story.

Was this before or after he started dropping rounds into a vehicle with a woman and a child in it?

Following the link, one finds 437 comments to read through from locals (as well as others). Heated, they are.

Did she use her auto as a deadly weapon? Did he "flip out"? Was she "unlicensed/illegal driver at the time with 2 DUI convictions"? Does any of this matter? Why did SDPD not test Officer White for drug/sobriety clearance? Why hasn't the SDPD released to the public their findings as of yet? (enquiring minds want to know why the DA has not yet interviewed Rachel Silva)

If he shot at her because of his own rage, he should be fired from the department and indicted on "Assault with a Deadly Weapon", cop or no cop. If he shot at her because of her rage (using her vehicle as a weapon), she should serve some hard time. I feel so bad for the innocent child involved.
 
wait and see. it sure seems like a bad shoot though.

at least it is outside of his jurisdiction so there is a good chance at a real investigation.
 
Are you guys new here or what? There is no way a cop would do anything wrong! You're all cop bashers for not demanding that she get a life sentence!

That's ever so High Road of you. Thanks for insulting those of us with southern heritage. Oh wait, this happened in Southern California, so you were only using that term metaphorically, right? Wonder what race Mr. White is? Maybe you should use another term for him if he happens to be black?

I appreciate your restraint. That said, if it turns out to be what it sounds like, this kind of thing makes me want to chew rocks. We'll always have bad apples slip through the screening and training process, but the consequences for the public image of LE as a whole can be devastating. :banghead:

I also agree with those who point out the hypocrisy of the leftist elitist point of view that only the police and military should have guns. The next step will be saying that guns are too dangerous for even police to have while we're off duty. :banghead:
 
Someone cut someone else off, parked in a parking lot, cop fired a shot or several, cop's on suspension, mom & kid in hospital and will try and sue the living hell out of the city.
Just what went down, we ain't told. The mother might've been beating on the cop's window with a machete. Major elements of the story are absent.

If it was a mere citizen doing the shooting, they'd be explaining the situation to their cellmate in the lockup. Not "on routine administrative leave with pay while the incident is investigated" nor "interviewed at the Oceanside police station with his attorney, a peer support officer and his supervisor."

What they might do is use it to bring about the banning of police carrying off duty. Remember the Brady campain eventually wants cops unarmed too.
If she has her way, wars will be fought with paintball guns; just our military, not the adversary.

Sacp81170a, the problem lies with the police forces also, not just the "bad apples". For every cop like you who is outraged by incompetent and illegal behavior by your colleagues, there are ten who close ranks no matter what the situation.

The issue I have with this is that if one of use'n civvie's had been in the place of the off-duty police officer, I doubt that we would be walking around 'on paid administrative leave'. More likely, we'd be cooling our heels in the graybar hotel...

Exactly. This is what kills the "public image of LE " to me, moreso than anything else.

I do not expect perfection. I expect equality and accountability.
