As far as opening the cans goes, just make a small hole with a screw driver or something. then get a grip on it with a pair of needle nose pliers and role it open like a sardine can. It took me a few frustrating opening sessions to figure this out.
As far as what the best surplus ammo is... I can't tell you. All of the surplus ammo I have purchased shoots great. One of the cans I have has a stamp from 1937 on it and it still works like new. In fact, the can was covered in dried algae making me think it was in a flood at some point but that is the whole point behind those frustratingly difficult to open cans
I just clean the barrel fastidiously after each use.
