Now is the time for "everyone" I don't care what State you're in if you have a legitimate comment please use the link to send the NYPD your opinion. The more comments the better I want them to be overwhelmed at how much the Country pays attention to New York City's lack of respect for the 2A!

Notice of Opportunity to Comment on Proposed Rule Amendment Pursuant to Charter Sections 434(b) and 1043

NOTICE IS HEREBY GIVEN PURSUANT TO THE AUTHORITY VESTED IN the New York City Police Department by Sections 434(b) and 1043 of the New York City Charter that the New York City Police Department intends to adopt amendments to its rules pertaining to Handgun Licenses, Rifle/Shotgun Permits and Organizations Possessing Rifles and Shotguns.

Written comments regarding these amendments may be sent to the office of the Deputy Commissioner, Legal Matters, One Police Plaza, Room 1406, New York, New York 10038, on or before September 15, 2010. Members of the public may also submit comments on the rule electronically through NYC RULES at www.nyc.gov/nycrules. A public hearing will be held on September 22, 2010, from 11:00 AM to 1:00 PM, at One Police Plaza, 1st Floor Auditorium, New York, New York 10038. Persons seeking to testify are requested to notify the Deputy Commissioner, Legal Matters at the foregoing address. Persons who request that a sign language interpreter or other form of reasonable accommodation for a disability be provided at the hearing are asked to notify the Deputy Commissioner, Legal Matters at the foregoing address by September 15, 2010. Written comments and a summary of oral comments received at the hearing will be available for public inspection, within a reasonable time after receipt, between the hours of 9:00 AM and 5:00 PM at the office of the Deputy Commissioner, Legal Matters. This proposed rule did not appear in the Department's regulatory agenda because promulgation of the rule was not anticipated at the time of publication of said agenda.

I've been informed that they are trying to determine what qualifies as "good moral character." I called the NYPD office of the Deputy Commissioner of Legal Affairs to determine specifically what they are trying to amend and the person who answered the phone had no knowledge of the hearing nor did the licensing division, go figure. Stated they would contact me on Monday.

My response well what is the measure of standard used to graduate new NYPD cadets who are privileged to carry firearms?

Good moral character means -- "Submits fingerprints and passes an FBI background check."

Add "Completes a training session of one day, with a failure rate no higher than a driver's license test" and that's all that's needed -- with those two qualifications, the state and/or city issue the license, no more questions asked.
 
how about
1. no charge to own or one time small fee for permit
2. NICS check to possess and that's it.
3. NYPD must approve all permits within 30 days
4. no "need" for carry permit
5. no more purchase authorizations for each gun
6. only proof of address needed to renew licenses
7. no 1 gun every 90 days rule
8. carry to and from range allowed
 
When they post it to the site linked in the text send them those comments from everyone in every state make them take notice surprise them with public interest.
 
I will try to discover exactly what changes they are proposing this week. Over 500 views to this post and no commentary NYC will be a big win that could be 500 people sending in comments to the NYPD on our behalf. Where is everybody?

I can't seem to find the comment section on that in the proposed rules page posted. I get a search of "proposed rules" with about 14 pages of rules but firearm terms don't come up in the search.

You have a direct link of some kind?
 
TexasRifleman: The NYPD has not posted it yet as soon as I'm aware it's available I'll post it. They are supposed to contact me with more info about what the amendments are.

Is there a such thing as "passing" a background check?

I though the check simply returns information, and it is up to whomever is requesting the check to review what information is returns and it's relevant to why they are investigating the person.

I.e. I have had FBI background checks for both my CHL (by Oklahoma) and an insurance adjuster license (FL). Surely they do not have the same criteria for pass/fail?
 
Any comments I have for the NYPD or Mayor Bloomberg aren't printable in a family website.
And ditto the idea that they care one iota what the public thinks. This is merely pro forma.
 
Any thing dealing with NY and the second amendment rights has to be look at under a microscope. In the end. They will put the spin on it that THEY want. We dubbed NY little canada years ago....loose immigration enforcement and overly restricted firearm laws.
 
All the more reason to say something. Sitting on your hands saying, "Eh this isn't something we can do anything about." is doing no good.
 
I agree with everyone that states any comments would be a waste of good ink. I've been to NYC, how humans, can live like that boogles the mind. And those that love the city deserve everything they get. I'm sorry, but if you choose to live in a garbage can, don't complain when trash gets dumped on you. But that's just my opinion, and i've been wrong before. Have a wonderful day, keep up the good fight.

Wow...I didn't know they had "any" immigration enforcement...
mrreynolds...As gun_guy said...you live in a garbage can...but I won't dump any garbage on you, as I was once stuck in a garbage can myself(Peoples Republik of California). I used to say "If you don't like it here...Delta is ready when you are..." But I've come to learn that "leaving" isn't always as easy as just "leaving". Being a native Floridian, I couldn't wait to "escape", and get back to America, and the Deep South, at that. Hey, it is what it is, and you are where you are..so...It won't hurt to try to change things. Based on history, and record alone, I find myself like some of these other readers here...a bit skeptical that they would really care about what anyone thinks, at NYPD. But, I have learned that while there is breath, there is hope. So, keep us posted with any findings, addresses, info...and I'll try to lend a voice as well...Good luck, my friend...:)

Let's start this back with a new thread when there's actually something to do other than hate on NYC.
