Well, I don't think they ever had any malicious ideas behind the no-phone policy, and again, I think they would be perfectly fine with a suggestion on the topic of CCWing. I might just ask them about it one of these days....

in my admittedly brief time in wyoming, i didn't see much cell signal anyway. unless they've improved since the last time i looked at the coverage maps, i sure wouldn't go there expecting dial tone in an emergency

My local provider, Union Wireless, has substantially better service than the national networks.
