Opening up barrel channel on Savage Plastic stock?

I just got a Savage rifle that has been rebarreled to a 220 Swift. It is a good looking heavy barrel but, it isn't free floated and shoots erratic. What would be the best way to remove a little material under the barrel on this cheap black Savage stock?
 
Course sandpaper wrapped around a dowel or use a Dremel with a sanding drum if you know how to use it without it getting away from you. I don't mean for that to sound condecending, but I've seen the evidence of a lot of that kind of oops. Manipulating the Dremel down into a round channel while maintaining control of it can be a bit tricky. You might want to verify that the action is not moving around in the stock, too.
