Can a person from one state drive to another state to buy a rifle from a FFL dealer? Thanks
 
With a few exceptions, yes. However, you can only take possession of handguns within your own state. If you buy a handgun interstate it has to be transferred to a dealer in your state, with whom you will complete the transaction.
 
For long arms ONLY there are no federal restrictions on doing this except

The transaction needs to be undertaken at an FFL in the non home state, no private FTF sales unless they're an FFL.

The rifle and it's configuration needs to be legal to own in both states.

State laws may have peculiarities
 
If it is your handgun and legally aquired in you state of residence and the possession of a hand gun is not regulated in the state you are going to then you should be ok. I would definately research the laws of both states and maybe even contact the AG if there are any questions at all.
I see your in Denver, if you are going to any of our border states then you will encounter much the same laws as far as possession but some differences in carry. If you are going to NY, or ILL. you will encounter very different laws.

You need to be much more specific. Are you talking about bringing a handgun that is already yours into another state or obtaining a handgun from an out of state source?

Im talking about bringing a handgun that is already yours into a state that you dont live in. Sorry, I tend to be vague sometimes. Specifically is it legal to drive your handgun from say, Wyoming (where you might live) to Denver (where you might go to school) if your gun was purchased in Wyoming and you are a resident there but attend school in Colorado? Thanks again.

You can pretty much take your gun with you wherever you go, resident or not. Once in a state that is your destination, you must abide by that state's laws. Colorado, just take your gun with you. While traveling you can abide by FOPA so that you don't have to know the state laws you are in:

18 USC 926A:
Notwithstanding any other provision of any law or any rule or regulation of a State or any political subdivision thereof, any person who is not otherwise prohibited by this chapter from transporting, shipping, or receiving a firearm shall be entitled to transport a firearm for any lawful purpose from any place where he may lawfully possess and carry such firearm to any other place where he may lawfully possess and carry such firearm if, during such transportation the firearm is unloaded, and neither the firearm nor any ammunition being transported is readily accessible or is directly accessible from the passenger compartment of such transporting vehicle: Provided, That in the case of a vehicle without a compartment separate from the driver’s compartment the firearm or ammunition shall be contained in a locked container other than the glove compartment or console.

It would be a problem if you were taking it to, say New York, that requires a permit just to possess a handgun.
 
FL if you are 18 yrs old and it is not HiCap you are good to go in Denver. The rest of the state the HiCaps are good. CC with permit which means 21. Open carry in Denver will be trouble.
