Question about out of state gun transfers

According to the ATF:

"A person not licensed under the GCA and not prohibited from acquiring firearms may purchase a firearm from an out-of-State source and obtain the firearm if an arrangement is made with a licensed dealer in the purchaser's State of residence for the purchaser to obtain the firearm from the dealer."

To me that means that I can purchase a gun from someone out of state and they overnight it to my FFL and I get it from them.

All the local gun shops near me won't take it from the guy I bought it from. They will only take a FFL to FFL transfer.

Who's right??
 
Depends on your state of residence , more info on from where / to where the firearm is going to be transfer would help . For example a FFL in New York will only accept weapons ship from another FFL due to state regulations .
 
I'm in South Carolina. I've looked on the SC Law Enforcement site and I didn't see anything. I'll have to dig deeper.
 
Some FFLs only accept from other FFLs. It may be based in law in some places, but sometimes it's just how the FFL would prefer to do buisness.
