PA (Monroe County) CPL Application Rejected

I recently moved from Michigan (where I have a CPL) to Monroe County Pennsylvania. I submitted my CPL application at the Monroe County Sheriffs office this morning. It was rejected because I didn't have two Monroe County residents as references.
Being new to the area and commuting into NJ, I have little opportunity to meet other Pennsylvanians. I did mention to Deputy Benzoni that the State law does not mention the Monroe County resident requirement. He refused to budge and said it was up to the Sheriff to make the rules.

The next hurdle is the 1% local income tax verification form. As a new resident I have not been in the state one year to make the annual payment. I have registered with Berkheimers, but will not owe until April 2008. The law says you have to be a resident for 60 days, which I've accomplished. Monroe County puts a spin that requires the Berkheimers form as proof of residency and identification.

My next step is to write the Sheriff, State Attorney General and State Representatives.

To get you started -

Make two friends (gun club? hunting buddies?), make a quarterly (estimated) payment on your new (and soon to be favorite) tax for proof of residence (that receipt and a utility bill are perfect), and you should be good to go!

The references don't need to be people you've known your whole life (mine were not contacted).

Skip the letter writing and fulfill the stated requirements. It will be faster, and you'll sleep better sooner. Pissing on their shoes may be emotionally gratifying, but will not put a card in your wallet, and may actually slow the process.
 
Its not up to the sheriff to make the rules. There is no requirement that your references must be from the same county. He's just being a butt hole. So I guess according to him the sheriff can make up any rules that he wants? No, he can't.
