Do the milspecs normally have the angled serrations? I thought they were straight up and down like the GI.

That is (or at least was) standard. It's a fast way to tell at a glance if it's a Mil-Spec or its slightly less expensive GI stable-mate.

Razorback is right that is an upgraded Mil Spec with all of the added on parts which is great an up grade job like that would run anywhere about another $3-4 hundred bucks, good find.
