I'm thinking about a precision rifle setup, bolt-action, centerfire. Good to maybe 1500 yds-ish. Maximum: $7,500, including accessories. Must be new. I'm thinking AR-30 in .300 WM or .338 Lapua, good Leupold scope, and a bunch of ammo. This would be a competition rifle, so things like ACOGs and tactical gear are not necessary.

So... build me that rifle (metaphorically)! And thanks in advance.
 
You might check out what George Gardner at GA Precision is building on the CZ action in 338Lapua, some very nice rifles capable of around 1/2 MOA performance. Price seems to be around 2500-3k dollars but can't remember for sure. Will get you a more traditionally configured rifle if the AR30 doesn't float your boat, then again the AR30 is quite a decent deal and still performs pretty well. Seem to see used AR30s in 338Lapua goin for around 1300-1400 dollars on occasion.

Maybe in another 6 months to a year I'm going to be in a similar boat where I will be rebuilding my Rem 700 300WinMag. Considering the 300RUM as it sounds like that barrel burner can smoke WAY the heck out there in terms of super sonic flight range with 190grn VLD bullets.
 
For ranges over 1000 yards, you're definately going to want to stick with a magnum cartridge. Normal ammunition is going to drop to subsonic levels at those ranges which will adversely affect accuracy.

With the price range you listed, I'd say to look into picking up an Accuracy International rifle in either .300WinMag or .338 Lapua. Either that, or stepping up to a .50BMG rifle of some sort.

Accuracy Internation will only deal with LEO or Military directly, but there are a few places selling to the public. Found this on Gunbroker:

I'll figure a grand for the action, $500 for a chambered barrel, $200 for a trigger and hanger, another $750 (probably high) for a good stock with a bedding job. Add another grand for a good scope.

These guys KNOW about accuracy. And they know about distance.

A precision rifle doesn't have to cost $7,500. Look at the cost of the components, and talk to a machinist who is used to working at benchrest tolerances, because that's what it'll take. Your local gunsmith will SAY that he can build you a rifle, and when he's through, it'll reliably go "bang," but I'll bet serious cash that it won't shoot with the real precision rifles...

the Navy. (Team two out of Little Creek). That rifle was good out to about
1500 meters on average. 1800 if everything was PERFECT!!!
 
.338 Lapua Magnum has a similar (sometimes better) BC than .50BMG.

It has the same max effective (supersonic) range too, about 1800-2000yards.

Seems to be about the best thing going.

I have an AR-30, but haven't yet shot it (stupid work!) SOON! It's supposed to be a 3/4 to 1/2MOA gun out of the box anywhere from 100 to 1500+.

Accuracy International also makes a really nice one, for much more $$$.

do what my buddy is doing. Savage in 300 RUM (.30 cal with the same case capacity as the Laupa), Mcmillan stock, krieger barrel, sightron scope.

You just built your 1500 yard shooter for a dollar a yard meaning you still have $6000 for ammo. :D

When I was on the Saipan the SEAL team deployed on our float was all hyped up about the Barrett that they had just gotten. I hope you guys were as nice as they were in 1992 and let the Jar-heads in the STA-Plt shoot your toys off the fan-tail with you.
